Doc has been an active member of the HVFD since 1962 and previously served the department as Secretary, Sergeant, Captain and Deputy Chief before being elected Chief in 1970, a position he held continuously until retiring in 2006.

Doc was also one of the original PGFD Volunteer Division Chiefs and was the first (and only) Volunteer Deputy Chief of PGFD.

Doc also served as Chairman of the PG Volunteer Chiefs Council and was one of the founders of the "Command Four" program prior to establishment of volunteer or career battalion officers.

Additionally, Doc served the MSFA for five years as Chairman of the Emergency Trust Fund Board of Review. The board acted on applications by fire and rescue departments throughout Maryland for financial assistance.
